Fourth Economic Census |
The central plan scheme "Conduct of Fourth Economic Census' was sanctioned in Nov, 1997 with an approved outlay of Rs. 55.93 crores. It envisaged collection of certain basic information in respect of all enterprises engaged in agricultural (except crop production & plantation) and non-agricultural activity through out the country. The scheme has been implemented in collaboration with the Directorate of Economics & Statistics (DES) of the States/UTs. While the over all responsibility for providing guidelines and conducting the census rested with Central Statistical Organisation, DES in each State/UT was made responsible for completing the requisite preliminaries before launching the census, its field operations, processing of data, preparation of report etc.
2. It was envisaged that the entire operations relating to census in the States/UTs would be completed within two years. Accordingly, 298 posts were sanctioned in the State DESs for a period of two years (Nov 1997-Nov 1999). Due to certain unforeseen circumstances launching of field work as well as subsequent stages of operations got delayed and work spilled over the stipulated period. State-wise position with regard to funds allotted and physical progress achieved is enclosed

PRESS NOTE
Provisional Results of the Fourth Economic Census
The fourth Economic Census (EC) ’98 was conducted with a view to enumerate all entrepreneurial activities in rural as well as urban areas through out the country. The EC covered both agricultural (excluding crop production and plantation) and non-agricultural activities. Through EC it is intended to gather basic information on number and distribution of enterprises and employment along with their distribution by location, type of activity, nature of operation and more importantly to provide a sampling frame for detailed follow up surveys covering the sub-sectors of unorganised activities. It is also intended to assess the impact of liberalisation process. The provisional results based on the quick manual tabulation have been released by CSO for all States/UTs where field work has been completed except West Bengal. The provisional results in respect of West Bengal State is under finalisation/ examination.

Nagaland tops the list in terms of growth rate of enterprises not only in NE region but also among the 30 States/UTs. The sector wise (rural & urban) growth rates of enterprises have revealed that the trend in rural and urban areas is diametrically opposite when compared for the same 30 States/UTs. The growth rate of enterprises in rural areas is much low (1.59%) in comparison to the same in urban areas (3.11%). However, the growth rate of workers in NE region is 2.96%, which is quite high in comparison to combined growth rate of workers of 30 States/UTs.
