QUICK ESTIMATES OF NATIONAL
INCOME,
CONSUMPTION EXPENDITURE, SAVING
AND CAPITAL FORMATION, 2000-01
The
CSO has released the Quick estimates of national income, consumption expenditure, saving
and capital formation for the financial year 2000-01. The salient features of the
estimates, which are based on latest available information, are indicated below:
GROSS
DOMESTIC PRODUCT AND NATIONAL INCOME
Gross domestic product (GDP)
at factor cost at constant (1993-94) prices in 2000-01 is estimated at Rs. 11,93,922 crore
as against Rs. 11,48,500 crore in 1999-2000 registering a growth of 4.0 per cent during
the year as against the growth rate of 6.1 per cent during the previous year. At current
prices, GDP in 2000-01 is estimated at Rs. 18,95,843 crore as against Rs. 17,55,638 crore
in 1999-2000, showing an increase of 8.0 per cent during the year.
At constant
(1993-94) prices the national income (i.e. net national product at factor cost) in 2000-01
is estimated at Rs. 10,44,915 crore as against Rs. 10,07,743 crore in 1999-2000 showing a
rise of 3.7 per cent during the year. At current
prices, the national income in 2000-01 is estimated at Rs. 16,79,982 crore as compared to
Rs.15,57,781 crore in 1999-2000, showing a rise of 7.8 per cent during
the year.
Despite negative
growth in agriculture (-0.4%) and banking & insurance (-2.2%), a growth rate of 4.0
per cent in GDP during 2000-01 has been achieved because of high growth in manufacturing
(6.7%), construction (6.8%), communication (15%), real estate, ownership of dwelling &
business services (9.0%) and other services (7.4%). The negative growth of 0.4 per cent in
the GDP of agriculture sector during the year 2000-01, has mainly been on account of
decline in production of rice by 5.4 per cent, wheat by 10.0 per cent, pulses by 20.4 per
cent, oilseeds by 11.2 per cent and cotton by 16.3 per cent as compared to the previous
year. While
coarse cereals registered a growth rate of 4.2 per cent during 2000-01 as compared to the
previous year, the production of sugarcane remained at the same level. The livestock
sector, which accounts for over 26 per cent of the total value of the agriculture sector,
also registered a growth of 3.5 per cent during the year 2000-01 as compared to the
previous year. The negative growth of 2.2 per cent in banking & insurance sector
during 2000-01 has mainly been on account of decline in the output of the non-banking
financial institutions.
PER CAPITA NATIONAL INCOME
The per capita income (per
capita net national product at factor cost) in real terms i.e. at 1993-94 prices, is
estimated at Rs. 10,254 for 2000-01 as against Rs.10,067 for 1999-2000, registering an
increase of 1.9 per cent during the year. The per capita income at current prices is
estimated at Rs. 16,487 in 2000-01 as against Rs. 15,562 for the previous year depicting a
growth of 5.9 per cent.
CONSUMPTION EXPENDITURE, SAVING AND CAPITAL FORMATION
In order to derive the
GDP at market prices, the GDP at factor cost is adjusted by adding indirect taxes net of
subsidies. As various components of expenditure on gross domestic product, namely,
consumption expenditure and capital formation, are normally measured at market prices, the
discussion in the following paragraphs is in terms of market prices only.
PRIVATE FINAL CONSUMPTION
EXPENDITURE
Private final consumption
expenditure (PFCE) in the domestic market at current prices works out to Rs. 13,40,962
crore in 2000-01 as against Rs. 12,65,349 crore in 1999-2000. At constant (1993-94) prices
PFCE works out to Rs. 8,11,160 crore in 2000-01 as against Rs. 7,93,709
crore in 1999-2000. The per capita PFCE in 2000-01 works out to Rs. 13,160 at
current prices and Rs. 7,960 at constant (1993-94) prices as against Rs. 12,641 and Rs.
7,929 respectively in 1999-2000. The expenditure at constant prices on all items except
cereals & bread, pulses, potato & other tubers, milk & milk products and
tobacco & its products,
has increased in 2000-01 as compared to that of the previous year. The share of the food,
beverages & tobacco in the PFCE has perceptibly declined during the year.
DOMESTIC SAVING
Gross domestic saving (GDS) at current prices in
2000-01 is estimated at Rs. 4,88,328 crore as against Rs. 4,47,188 crore in 1999-2000,
constituting 23.4 per cent of GDP at market prices as against 23.2 per cent in the
previous year. The rise in GDS has been
contributed mainly by the household and private corporate sector. However, there is a
steep fall in the saving of the public sector. In respect of the household sector, the
saving in the form of financial and physical assets has gone up from Rs. 2,07,538 crore
and Rs. 1,85,094 crore in 1999-2000 to Rs. 2,28,862 crore and
Rs. 2,07,604 crore in 2000-01
respectively. Saving of private corporate sector has gone up from Rs. 71,882 crore in
1999-2000 to Rs. 86,881 crore in 2000-01. The
saving of the public sector showed a decline from (-) Rs. 17,326 crore in 1999-00 to (-)
Rs. 34,479 crore in 2000-01. The decrease in
the public sector saving is mainly due to increase in the dis-saving of government
administrative departments from (-) Rs.
95,069 crore in 1999-2000 to (-) Rs.1, 06,521 crore in 2000-01. The net domestic saving
has correspondingly gone up from Rs. 2,64,762 crore in 1999-2000 to Rs. 2,89,881 crore in
2000-01 and constitutes 15.2 per cent of net domestic product at market prices in
1999-2000 as against 15.3 per cent in 2000-01. As
in the case of gross saving, the net saving of the household sector has also gone up by
11.9 per cent from Rs. 3,31,041 crore in 1999-2000 to Rs. 3,70,484 crore in 2000-01. Likewise, the net saving of the private corporate
sector too has increased by 33.1 per cent from Rs. 22,946 crore in 1999-2000 to Rs.
30,531crore in 2000-01. The net dis-saving of
the public sector has increased by about 24.6 per cent from (-) Rs. 89,225 crore in
1999-2000 to (-) Rs. 1,11,134 crore in 2000-01.
CAPITAL FORMATION
Gross capital
formation at current prices has increased from Rs. 4,69,176 crore in 1999-2000 to Rs.
5,01,305 crore in 2000-01 and at constant (1993-94) prices, it increased from Rs. 3,38,542
crore in 1999-2000 to Rs. 3,45,320 crore in 2000-01. The rate of
gross capital formation at current prices has decreased from 24.3 per cent in 1999-2000 to
24.0 per cent in 2000-01. The rates of
capital formation in 1999-2000 and 2000-01 are higher than the rate of saving because of
the positive net capital inflow from abroad which was Rs. 21,988 crore in 1999-00 and Rs.
12,977 crore in 2000-01.
The net capital inflow from
abroad for the two years forms 1.1 and 0.6 per cent of the GDP at market prices
respectively. The rate of gross capital formation at constant (1993-94) prices also
decreased from 26.7 per cent in 1999-2000 to 26.3 per cent in 2000-01. The rate of net
capital formation at current prices in 2000-01 was 16.0 per cent as compared to 16.4 per
cent in 1999-2000.
Within the gross capital
formation at current prices, the gross fixed capital formation amounted to Rs. 4,56,975
crore in 2000-01 as against Rs. 4,16,936 crore in 1999-2000, thus showing an increase of 9.6 per cent over the
previous year. At current prices, the gross fixed capital formation of the public
sector increased by 14.7 per cent from Rs. 1,22,905 crore in 1999-2000 to Rs. 1,41,031
crore in 2000-01; that of private corporate sector declined by 1.8 per cent from Rs.
1,14,437 crore in 1999-2000 to Rs. 1,12,326 crore in 2000-01, and that of the household
sector increased by 13.4 per cent from Rs. 1,79,594 crore in 1999-2000 to Rs. 2,03,618
crore in 2000-01.
The change in stocks of
inventories, measured as additions to stocks, decreased substantially. At current prices
it decreased from Rs. 32,215 crore in 1999-2000 to Rs. 21,217 crore in 2000-01. The
decrease is observed in public sector from Rs. 14,765 crore to Rs. 7,075 crore, private
corporate sector from Rs. 11,950 crore to Rs. 10,696 crore and household sector from Rs.
5,500 crore to Rs. 3,446 crore.
The estimates of National
Product, Consumption Expenditure, Saving and Capital Formation at aggregate and per capita
levels for the years 1993-94, 1999-2000 and 2000-01 are presented in Statement 1 and the
detailed estimates at industry/item level in Statements 2 to 10.
