ORDER

 

As per the recommendations of the 5th Central Pay Commission  (CPC) in respect of certain Group ‘A’ statistical functional posts in the Ministry of Statistics & Programme Implementation as contained in paras 48.124 to 48.126 as well as in paras 81.12 to 81.14 of the report, the following revised cadre strength has been approved by the Government in various grades of ISS in the Ministry of Statistics & Programme Implementation.

*     112 out of 138 posts in JAG in ISS (equal to 30% of senior duty   posts in the Cadre) shall be operated with Non-functional Selection Grade(NFSG)  scale  of Rs.14300-400-18300/-  and to that extent the actual scale shall be inter changeable with NFSG scale of Rs14300-400-18300/-, depending on the officers of that scale posted in an organization , shown in this row .

 

^     This post is designated as CEO( NSSO) and is presently designated as DG & CEO (NSSO) and in the revised with the pay-scale of Rs 22400-525-24500 /-.

 

^^   This post will continue to be designated as DG&CEO(NSSO) however with the upgraded pay-scale of Rs 22400-600-26000/-.

 

**    Includes one post of DG & CEO (NSSO) in the pay scale of Rs. 22400- 600- 26000/- and four posts in the pay-scale of Rs 22400-525-24500/-.

 

 

 

2.   Details of the 5th CPC recommendations and on approval of the appropriate authorities based on which the above-mentioned revised cadre strength of the various category of posts of ISS in Ministry of Statistics & Programme Implementation is made, are given below.

 

(i)               Upgradation of the then posts of Director, FOD and Director, NAD (now redesignated as DDG, FOD and DDG, NAD respectively) presently in the grade of SAG in ISS with pre revised scale of Rs 5900-200-6700/- and with revised payscale of Rs. 18400-500-22400/- to HAG level with pre revised scale of Rs 7300-100-7600/- and revised pay scale of Rs. 22400-525-24500/-.

 

(Para 48.126 of the 5th CPC recommendations to which approval of the D/o Expenditure was obtained vide their note no. IC UO No.81/1/2001-IC dated 4.4.2001)

 

(ii)              Upgradation of two posts in Non-functional Selection Grade scale, one each in the FOD, NSSO and NAD, CSO to the Senior Administrative Grade in the pre revised pay scale of Rs5900-200-6700/- and revised payscale of Rs. 18400-500-22400/-.

 

(As per DOPT O.M. No.22/1/2000-CRD dated 6.6.2000, NFSG is a segment of JAG and NFSGscale has been granted in all organized Group A services such that number of posts having the pay scale of NFSG shall be equal to 30% of the senior duty posts in the cadre and shall not exceed the number of posts available in JAG. Thus keeping this in view, the recommendation of two NFSG level posts being upgraded to SAG level, ultimately effects the structure of JAG i.e. two posts from JAG are reduced and two posts in SAG are added.)

(iii)             Upgradation of the post of DG & CEO (NSSO) from the pay scale of    Rs 7300-100-7600/- to Rs 7300-200-7500-250-8000/- pre-revised (Rs 22400-600-26000/- revised).

3.         These orders will be effective in each case from the date on which the post is filled up in the    appropriate revised grade by the Ministry of Statistics & Programme Implementation being the Cadre Controlling Authority of ISS. Till then, the present incumbents in these posts (wherever filled in) will continue to draw their pay in the same scale of pay as for the existing post (prior to upgradation).

 

 

4.         The post in the respective higher scales will be operated only prospectively subject to fulfillment of the prescribed eligibility criterion and observance of selection process.

 

 

5.            Different nomenclature for various posts in HAG level  of ISS is under consideration of the Ministry and appropriate orders will be issued   in due course.

 

 

6.         The expenditure involved will be debitable to budget head of the Ministry/ Organization in which the posts are located.
