Sub: Granting of pay scale under the Assured Career Progression Scheme (ACP) for the incumbents of SSS: Regarding '
**
This Ministry being the Cadre Controlling Authority of the SSS, has issued an Office Memorandum vide OM No. 11011/6/2003-SSS dated 24.6.2004 vide which .the procedure for granting of ACP scales to the incumbents holding the posts included in SSS have been prescribed.
2. This Ministry has
received various communications/references from different
participating Ministries/Departments
regarding granting or re- fixation of pay in the ACP
scales.
3. The broad issues/points raised by participating
Ministries and the clarifications
are given below.
(i) Number of incumbents have requested to save their higher Pay scales
already granted; as fixation of their pay as per SSS structure has
resulted in drop of
emoluments,
(ii) Who will grant ACP pay scales to the incumbents who have been
absorbed in SSS, Whether CCA of SSS or participating Ministries?
(iii) Who will grant ACP pay scales for the cases relating to before
formation of SSS.
4. The clarifications are as under:
(i) The point
regarding re-fixating the pay in ACP scheme of the incumbents
who have been granted higher
ACP pay scales, the OM dated 24.6.04 issued by
the Ministry is self explanatory. , -
(ii) Regarding point two and three , all pending cases of SSS incumbents, . whether relating to before formation of SSS or after formation of SSS, shall be considered by CCA of SSS as per SSS rules.
5. Further, this
Ministry vide OM dated 18.8.04 requested participating Ministries to
furnish the details of
pending ACP cases . It has been observed that the details have not
been received from number of participating
Ministries.
6. It is once again requested that the details of such cases (including eligible but not considered due to not found fit by earlier Screening Committee) may be sent immediately so that the cases can be placed before the Screening Committee for necessary action.
